Ma Chao Image
Considering the fact that it is official art work by Koei them selves, you'd have to talk to them. Those of us who work here on the Wiki are just fans, just like you.
And considering the fact that it is official art work, i imagine as long as no one is making a profit off the Ma Chao shirt, you'd be fine printing it on a t-shirt just for your self.
